GASSING UP: A new pipeline to bring gas to Europe from the Caspian Sea will go through Greece and then undersea to Italy.

PIPE DREAMS: BP, the main developer of the huge Shah Deniz gas field in the Caspian Sea, said the project was awarded to the Trans-Adriatic Pipeline. The other contender, the Nabucco West, would have run across Bulgaria, Romania, Hungary and Austria.

GETTING AROUND RUSSIA: The EU and the U.S. support building connections to Azerbaijan's gas as a way to reduce Europe's dependence on Russian gas.

The Chicago Blackhawks celebrate winning the Stanley Cup.

The Chicago Blackhawks may have been far from home when they hoisted the Stanley Cup, but the friendly confines of the visitors' locker room at TD Garden seemed to have provided a suitable spot for a celebration.

After receiving the Cup from NHL Commissioner Gary Bettman on the ice following a stunning rally in the late moments of Game 6, the Blackhawks eventually made their back to their dressing room. With the champagne and beer already on ice, they raised a few bottles, cans and glasses along with that very special Cup.

(AP) ? Senate passage of historic immigration legislation offering citizenship to millions looks near-certain after the bill cleared a key hurdle with votes to spare.

A final vote in the Senate on Thursday or Friday would send the issue to the House, where conservative Republicans in the majority oppose citizenship for anyone living in the country illegally.

Some GOP lawmakers have appealed to House Speaker John Boehner, R-Ohio, not to permit any immigration legislation to come to a vote for fear that whatever its contents, it would open the door to an unpalatable compromise with the Senate. At the same time, the House Judiciary Committee is in the midst of approving a handful of measures related to immigration, action that ordinarily is a prelude to votes in the full House.

"Now is the time to do it," President Barack Obama said Monday at the White House before meeting with nine business executives who support a change in immigration laws. "I hope that we can get the strongest possible vote out of the Senate so that we can then move to the House and get this done before the summer break" beginning in early August.

Obama's prodding came several hours before the Senate voted 67-27 to advance the measure over a procedural hurdle. The tally was seven more than the 60 needed, with 15 Republicans joining Democrats in voting yes.

"I think we're building momentum," said Sen. Bob Corker, R-Tenn., who worked with Sen. John Hoeven, R-N.D., on a $38 billion package of security improvements that helped bring Republicans on board by doubling the number of border patrol agents and calling for hundreds of miles of new fencing along the border with Mexico. Those changes brought border security spending in the bill to $46 billion.

"The bill has been improved dramatically tonight by this vote, there's no question," Corker said. "My sense is we're going to pass an immigration bill out of the United States Senate which will be no doubt historic and I think something that's very, very important to this nation."

Last-minute frustration was evident among opponents. In an unusual slap at members of his own party as well as Democrats, Sen. Ted Cruz, R-Texas, said it appeared that lawmakers on both sides of the political aisle "very much want a fig leaf" on border security to justify a vote for immigration.

Senate officials said some changes were still possible to the bill before it leaves the Senate ? alterations that would swell the number of votes in favor.

At the same time, Sen. Roger Wicker, R-Miss., who voted to advance the measure during the day, said he may yet end up opposing it unless he wins changes he is seeking.

Senate Democrats were unified on the vote.

Republicans were anything but on a bill that some party leaders say offers the GOP a chance to show a more welcoming face to Hispanic voters, but which tea party-aligned lawmakers assail as amnesty for those who have violated the law.

At its core, the Senate bill would create a 13-year pathway to citizenship for an estimated 11 million immigrants living illegally in the United States.

The measure also would create a new program for temporary farm laborers to come into the country, and another for lower-skilled workers to emigrate permanently. At the same time, it calls for an expansion of an existing visa program for highly-skilled workers, a gesture to high-tech companies that rely heavily on foreigners.

In addition to border security, the measure phases in a mandatory program for employers to verify the legal status of potential workers, and calls for a separate program to track the comings and goings of foreigners at the nation's seaports and airports.

Overall device shipments to increase 5.9% as smartphone and tablet markets start to shift

Combined worldwide shipments of smartphones, tablets, and traditional computers are set to grow 5.9% this year, almost completely on the strength of tablets and smartphones, both of which are seeing users trend towards less-expensive devices. Shipments of traditional PCs, desktops and notebooks, will continue to decline as those of mobile devices, particularly smartphones, pick up steam. However, both the tablet and smartphone markets are still changing. According to Gartner, the tablet market in particular is adjusting as consumers have started purchasing less expensive devices.

There has also been a shift as many consumers go from premium tablets to basic tablets. The share of basic tablets is expected to increase faster than anticipated, as sales of the iPad Mini already represented 60 percent of overall iOS sales in the first quarter of 2013.

The lifecycle of devices is also changing. Tablets, especially premium tablets like the 9.7-inch iPad, are being kept around for longer periods of time as the value in the market starts trending towards software rather than hardware. Consumers feel no need to replace their current device when it gets the same software upgrades that the newer devices receive. This trend can also be seen with smartphones, and while consumers are more willing to replace their phone than their tablet, they are waiting for new phones and lower prices to come later this year.

As for overall operating system shipments, both mobile and desktop, Android is expected to maintain its lead as Windows growth slows. Apple's ecosystem continues to grow, and is seen as the most consistent user experience across all device types, where Windows and Android each dominate a single market, either traditional PCs or mobile phones. Other manufacturers, including BlackBerry, will all see their shipments continue to decline.

Attacks kill NATO service member, 2 Afghan police

KABUL, Afghanistan (AP) ? Taliban militants attacked local security checkpoints in a provincial capital in northern Afghanistan, killing two policemen in a fight that also left 18 insurgents dead, Afghan officials said Saturday.

NATO said a coalition service member also died in a militant attack in the south on Saturday, but did not provide further details.

The violence follows NATO's formal handover of security in the entirety of Afghanistan to Kabul's forces ? a transition that comes at a time with violence levels matching their worst in nearly 12 years of war.

In northern Afghanistan, Kunduz provincial police spokesman Sayed Sarwar Hussaini said Saturday that the Taliban attacked multiple checkpoints at about noon Friday in the provincial capital of the same name, killing one member of the Afghan local police, a community-based force, and wounding two.

The Taliban then moved outside the city where a gun battle with Afghan security forces lasted until about midnight, Hussaini said.

Eighteen Taliban fighters and another local policeman were killed in the battle, and another 11 militants were wounded, he said. Hussaini posted on his Facebook page a picture of 11 bodies lined up inside the provincial police compound in Kunduz that he said were those of Taliban militants his troops recovered from the scene of the fight.

The Interior Ministry said the battle outside of the city involved Afghan National Police, and that it was conducted independently "without the involvement of any foreigners."

As Afghan forces have become more involved in security operations they have seen a sharp rise in deaths, while casualties among the U.S.-led military coalition have been reducing as the international forces pull back to let the Afghans take the lead.

According to an Associated Press count, 807 Afghan security force members ? including soldiers and police ? and 365 civilians have been killed so far this year through the end of May. A total of 63 coalition troops were also killed in that span.

Last year through the end of May, Afghan security forces lost 365 soldiers and police and 338 civilians were killed. Coalition forces lost 177 troops during that time.

In a brazen attack last month for which the Taliban claimed responsibility, four militants using a car bomb, grenade launchers and suicide vests assaulted the Kabul compound of the International Organization for Migration, a U.N-affiliated agency assisting returning Afghan migrants.

The Italian government said one of four aid workers injured in the attack, 40-year-old Italian Barbara De Anna, died in a hospital in Germany on Friday where she was being treated for severe burns.

Italian Foreign Minister Emma Bonino said De Anna "embodied the best of Italy," and that "we pay tribute to those who, like her, work in the most remote and difficult areas of crisis."

The Maravi Post - Revisiting and rebranding Malawi Young Pioneers

Malawi Young PioneersThe Malawi Young Pioneers Movement, which unfortunately became a terror militia to prop up the Banda regime, should be revisited by the Malawi government with the goal of involving youth in the county?s development.

?Malawian youth currently comprise a sizable 60 percent in a population of 14 million people. This means that more than half of Malawi is under the age 25. The youth represent a large, underutilized human resource that can impact Malawian development. They also represent a population who if neglected will be a detriment to development. Therefore their participation in the country?s development is pertinent for its future. In the past, the MYP, an affiliate of the Malawi Congress Party (MCP), engaged the youth through a national youth service program. The original purpose of the MYP was to engage the youth in carrying out voluntary activities for Malawi?s development. However, they also functioned as a militia group and intelligentsia network for President Banda.

?

The MYP carried out various economic activities that positively impacted socio-economic development. When the MYP disbanded in 1994, it left many of the youth idle, without a sense of purpose and direction. It also left many of them unemployed with few opportunities on the horizon. Since then, Malawi has not had a comparable comprehensive national youth service program in terms of scope, size, funding, pragmatism, or robustness. The Malawian government should revisit the original idea behind the MYP program, with the aim of reviving its productive tenets for the country?s development.

Malawi?s youth remain a generation at risk of entrenchment in poverty. This is a precarious situation for any nation. Malawi currently has a large population of youth that are out of school and idle. There are few opportunities for youth development in Malawi that equip them with the education and training to become independent, economically secure adult citizens. The youth are faced with growing challenges in the country such as unemployment, underemployment, poverty, limited vocational training facilities, limited prospects for post-secondary training and a high population growth rate. Although these are not problems that are easily solved, they are not challenges that are insurmountable. The introduction of a national youth service that is comparable in scope, size and modeled after the MYP movement would begin to address some of these challenges.

CURRENT INITIATIVES

A National Youth Policy was created in the 1995 to address the youth problems together with the National Youth Council of Malawi (NYCOM). NYCOM has been successful in empowering the youth. It introduced the Youth Development Plan of Action (YDEVPA) and has seen the registration of 131 youth-oriented NGOs. Although there is a plethora of these NGOs, few are functional or efficient. The creation of a National Youth Policy also raised the profile of youth. However, it is currently outdated and has been under review by the cabinet for nearly five years. Therefore, many of the existing programs and services for out of school youth can?t adequately meet the current demands of youth. Changes in programs for youths need to account for variables such as a changing political economy, urbanization, advances in technology and the behavioural changes in Malawi?s youth from the breakdown of traditional culture in a new globalised world. It is therefore important for a national youth service program to be implemented that reflects Malawi?s current reality. It is also important that it is adaptable so that it can continue to meet future challenges of the youth.

There have been initiatives proposed by the current Joyce Banda?s People?s Party administration to meet some of the challenges that the youth service program used to meet. There has been a proposal to reintroduce National Youth Week, a week where the MYP and other youth organizations volunteered to work on national projects. It gave MYP youth an opportunity to showcase the skills they learnt from MYP training initiative. The current administration has also set out to rehabilitate some of the former MYP training bases and turn them in to vocational training centers. There have also been plans to set up a development bank to provide loans for the youth. More recently, the administration unveiled a plan to send thousands of Malawian youth to South Korea for apprenticeships. However, this has been highly controversial due to concerns about issues such as abuse of labor rights. Whilst these initiatives may be beneficial for Malawian youth, they appear to be isolated projects and not an integrated part of a national youth service program.

According to reports from the Minister for Youth and Sport, Enoch Chihana, the administration has been talking about implementing a National Youth Service Program to address skills development in areas such as carpentry, mechanics, agriculture and IT. However, there are few details about the nature, scope and timeline of this plan. Despite of the MYPs problematic history, Malawi can draw lessons from its former youth service plan.

A BRIEF HISTORY OF THE MYP

The MYP was a youth wing that was established by President Kamuzu Hastings Banda in 1963. It was modeled after the Ghana Young Pioneers and the National Service Brigade of Israel. Its main aim was to train rural youth with various skills so that they could ?spearhead? the country?s development. The MYP played a major role in the socio-economic development of Malawi, particularly, in agricultural activities. The Department of Youth together with the MYP offered Agricultural Science, Technical and Vocational Education for out of school youth or drop-outs. The MYP trained a significant number of youth who ended up joining the civil service, private sector or Armed Forces. They were extremely loyal to Banda and were indoctrinated in ?Kamuzuism?. That is, they saw Banda as the Father and Founder of the nation, and the Ngwazi (conqueror). They believed Banda was the only one capable of leading the country. Due to their loyalty, they increasingly received preferential treatment from Banda. By 1965, the MYP had turned in to a paramilitary group which functioned primarily to keep Banda?s autocracy intact. They were given extrajudicial powers, including the power to arrest, which caused tension with the police and army.

From the late 1960s to the early 1970s, the Young Pioneers received military, intelligence and espionage training in Taiwan and Israel. According to Chirwa (1994), they also received scholarships for ?technical studies? in Denmark, West Germany, United States and Britain. Although receiving arms from China for ?training purposes? only, Banda also made claims that he wanted to discourage dissidents and communists. This support came at a time when Banda was increasingly becoming autocratic. By the 1980s the MYP operated as a parallel security system above the Army and police.

?

At the height of Banda?s rule, MYP became a terror group to the public and were used to enforce Banda?s rule. MYP infiltrated every aspect of Malawian life by creating an intricate network of informants. This ranged from lecturers, administrator, university students, cleaners, messengers, watchmen, office personnel, garden boys, barmaids, or bartenders that were encouraged to report any detractors to them. Those that were against Banda would be detained, beaten, maimed, killed or forced into exile. Members of the public who didn?t have party membership cards were denied access to public services such as buses, health clinics or public transportation. They were used as an instrument of voter intimidation against multi-party advocates during the 1993 referendum. After the country voted for multi-party rule, Banda stepped down, and the MYP were disbanded by the Malawi Army in a covert overnight mission called ?Operation Bwezani?. Malawi went on to conduct peaceful elections in 1994.

THE LASTING LEGACY OF THE MYP

The MYP left a negative and lasting legacy on the mindset of Malawians. Although the MYP developed into a destructive force for the nation, the original idea behind the youth movement was benign. When they began to function as the feared milita group that propped Banda?s dictatorship, their mandate for development was forgotten by them and the public. According to historian Richard Mkandawire (2008), ?Under Banda?s regime, the young pioneers, whom it was believed were carrying out voluntary work, became extremely unpopular among the general population for their sometimes ruthless and coercive manner in mobilizing local communities for development goals and supporting the ruling party.? As a result, they remain entrenched in Malawi?s history as a public terror group.

They also left other marks on Malawi. Since their disbandment, the idea of reviving the MYP has received mixed reactions. Banda?s successor, Bakili Muluzi branded this type of public service Thangata, a reference to free, unreciprocated labor experienced under colonialism. Therefore, funding for such social programs became limited. NGOs began to fill in much of the work previously undertaken by MYP. Another mark was the blurring of lines between youth leagues (although they worked closely with the MCP Youth League, MYP was separate) and youth mercenaries. In subsequent administrations, Muluzi?s United Democratic Front (UDF) formed the Young Democrats and Bingu wa Mutharika?s Democratic Progressive Party (DPP) formed the Young Cadets. Although these groups do not have as much clout as the MYP, their role has been to terrorize the public (particularly, political opponents) through violence and intimidation. There continues to be a tendency to use idle youth as instruments of terror in ruling parties, instead of encouraging their political participation in decision making within the parties.

There is evidence that some of their legacy is fading. Recently, attitudes towards the MYP concept are changing. In 2012, Youth Consultative Forum publicly called for the government to start a national youth service similar to the MYP. This is perhaps a reflection of a youth that is borrowing from the past either out of necessity, nostalgia or pragmatism. It may also be a reflection of the passage of time. The MYP was disbanded almost twenty years ago; hence, most Malawians under 25 years of age did not experience the MYP era. However, these new calls do indicate that the youth wants to be engaged in the development process.

The youth in Malawi have always been at the foreground of transformation in the country. As an example, their participation was instrumental in protests against one-party rule and in more recent protests against Mutharika?s repression. They have earned a right to participate in shaping Malawian society as productive citizens. Yet, despite their contributions, the youth sector has remained an underdeveloped and undermined sector. Given their record of participation in shaping important events in the county?s past, there needs to be a more tangible plan for their continued participation in the future by the current administration.

So far, the current Joyce Banda administration appears to have strayed away from the practice of using youth to commit public terror. However, as Malawi prepares for elections in 2014, the youth across parties may once again become political pawns.

?

MYPS DEVELOPMENT PROGRAM

The concept of MYP was for the group to participate in national development. They largely targeted the rural poor so that they would have opportunities to lift themselves out of poverty. In order to achieve this, the MYP established training bases throughout the country. By 1989 there were MYP training bases in each of the country?s 24 districts. By the 1994, there were 6,000 MYPs and about 45,000 in the MYP reserves. The program effectively trained a large number of idle youth to become productive citizens.

Under the program, youths trained for approximately 10 months. They received a multi-faceted curriculum including political education, physical education and rural development. A large part of it involved agricultural work including farming and keeping livestock. Malawi was an agricultural based economy under Banda. Therefore, their work complimented the national development policy. When the program was completed, students were equipped to enter the public or private sector. Most students participated in economic and development activities in their communities. They were given the tools they needed to set up their own business in vocations like carpentering, bricklaying, and welding. Select students furthered their education by attending Salima Technical College. During the National Youth Week, MYP, Youth Leaguers and students, would hold parades, demonstrate their skills and highlight the contribution they were making to national development.

The program had the affect of teaching youth the values of hard work, self-reliance and self-determination. It taught them leadership skills and molded students in to responsible citizens who took responsibility for the country. Youth coming out of the program had a sense of purpose and self-worth. At national level, MYP contributed towards food security and state security. Unfortunately for Malawi, this system only lasted a few years as the MYP was hijacked by politics and ?Kamuzuism?. However, it should have been disarmed but not disbanded.

REBRANDING THE MYP

Malawi can benefit from a new national youth service program similar to MYP. The basic development-focused tenets of the program should be reviewed and revived with adaptation where necessary. The new MYP movement should be a demilitarized albeit providing a good stepping stone for those wanting to join the army after the program. It should also be depoliticized and not have any party affiliation ? recruitment should be transparent and non-partisan. The basic organizational structure of the program should be similar to the MYP. They should have offices in each district so that it is accessible to all youth. It should also be institutionalized and centrally organized for consistency, but retain enough autonomy to allow each district to manage certain activities such as creating a budget, daily management, setting district-specific goals, and determining the needs of its youth. This can be done through the Ministry of Youth or it may be best served as a public-private partnership.

Similar to the MYP, its emphasis should be on uplifting the rural population, who make up the majority of the youth. However, the program should also target the urban youth. Its core curriculum should be modeled after the MYPs focus on vocational skills training in areas like agriculture, welding etc. However it should expand its training or class offerings to include subjects like tailoring/?dress-making?, design, nutrition, cooking, civics, basic law, computers and basic literacy. It should also continue to include merit-based scholarships for exemplary students to attend technical college, enter the Malawi university system or receive scholarships abroad. Similar to the MYP, students should be given the opportunity to affect their communities. They should be given the tools to start their own businesses or SMEs in their local areas. As a result of the program, they should gain preferential access to services such as government jobs and services such as the proposed Development Bank which is being set up to empower the youth through issuing loans. In order to achieve this, the students should earn a certificate indicating that they have completed the National Youth Service Program. Recognized accreditation for would be a valuable assets that they use to access future loans, employment, and education. The program duration should be one year but a two year option should be considered.

Although the new program should draw on the MYP, it should be re-branded. This includes giving it a new ?pioneer?-free name. Instead of indoctrinating the youth on Malawi?s cornerstone slogan of ?Unity, Loyalty, Obedience, Discipline? like the MYP, it may emphasize values that resonate with contemporary youth such ?freedom?, ?justice?, ?peace?, and ?inclusion?! It should also redefine the term national service by reclaiming the original definition, of thangata, ?moral obligation? which is a reference to something that is mutually beneficial. In this light, the program does also need to benefit the youth so that they gain real opportunity to lift themselves out of their economic circumstances whilst serving the country. The program should target long-term volunteers but should pay students a stipend or allowance so that they can meet their daily needs. It should also make a provision for uncompensated short-term volunteer positions so that the program fosters the spirit of volunteerism. Although the Malawi government may not have all the resources to meet the demands of all of Malawi?s development woes, the government can enact a program for its underutilized human capital as a resource for development and nation building.

CONCLUSION

Malawi has had a long history of volunteerism and service. Despite narratives about absence of volunteerism and the sense of civic duty, both are wide-spread in Malawi, albeit largely undocumented. Therefore, the potential for engaging Malawi?s youth is realistic and pragmatic. Malawi has had a strong tradition of youth-led volunteerism and participation in development, in part due to the MYP movement. Yet, much like the Ghana Young Pioneers, The Zambia National Youth Service, and the Boys Brigades of Botswana, organizations like MYP often resort to using idle youth as instruments of political control. As Malawi prepares for elections in 2014, the youth should not continue to be undermined. They Malawi have the potential to make a real impact on the country?s development. However, long-term programs are needed to ensure their success so that they can become productive citizens. Revisiting the MYP program provides Malawi with a viable blueprint that it can use in the creation of a national youth program geared towards development.

FAA moving toward easing electronic device use

WASHINGTON (AP) ? The government is moving toward easing restrictions on airline passengers using electronic devices to listen to music, play games, read books, watch movies and work during takeoffs and landings, but it could take a few months.

An industry-labor advisory committee was supposed to make recommendations next month to the Federal Aviation Administration on easing the restrictions. But the agency said in a statement Friday the deadline has been extended to September because committee members asked for extra time to finish assessing whether it's safe to lift restrictions.

"The FAA recognizes consumers are intensely interested in the use of personal electronics aboard aircraft; that is why we tasked a government-industry group to examine the safety issues and the feasibility of changing the current restrictions," the statement said.

The agency is under public and political pressure to ease the restrictions as more people bring their e-book readers, music and video players, smartphones and laptops with them when they fly.

Technically, the FAA doesn't bar use of electronic devices when aircraft are below 10,000 feet. But under FAA rules, airlines that want to let passengers use the devices are faced with a practical impossibility ? they would have to show that they've tested every type and make of device passengers would use to ensure there is no electromagnetic interference with aircraft radios and electrical and electronic systems.

As a result, U.S. airlines simply bar all electric device use below 10,000 feet. Airline accidents are most likely to occur during takeoffs, landings, and taxiing.

Cellphone calls and Internet use and transmissions are also prohibited, and those restrictions are not expected to be lifted. Using cellphones to make calls on planes is regulated by the Federal Communications Commission. There is concern that making calls from fast-flying planes might strain cellular systems, interfering with service on the ground. There is also the potential annoyance factor ? whether passengers will be unhappy if they have to listen to other passengers yakking on the phone.

The Wall Street Journal reported Friday that a draft report by the advisory committee indicates its 28 members have reached a consensus that at least some of the current restrictions should be eased.

A member of the committee who asked not to be named because the committee's deliberations are supposed to be kept private told The Associated Press that while the draft report is an attempt to reach consensus, no formal agreement has yet been reached.

There are also still safety concerns, the member said. The electrical interference generated by today's devices is much lower than those of a decade ago, but many more passengers today are carrying electronics.

Any plan to allow gate-to-gate electronic use would also come with certification processes for new and existing aircraft to ensure that they are built or modified to mitigate those risks. Steps to be taken could include ensuring that all navigational antennas are angled away from the plane's doors and windows. Planes that are already certified for Wi-Fi would probably be more easily certified.

Although the restrictions have been broadly criticized as unnecessary, committee members saw value in them.

One of the considerations being weighed is whether some heavier devices like laptops should continue to be restricted because they might become a dangerous projectiles, hurting other passengers during a crash, the committee member said. There is less concern about tablets and other lighter devices.

FAA officials would still have the final say. An official familiar with FAA's efforts on the issue said agency officials would like to find a way to allow passengers to use electronic devices during takeoffs and landings the same way they're already allowed to use them when planes are cruising above 10,000 feet. The official requested anonymity because he wasn't authorized to speak by name.

FAA Administrator Michael Huerta told a Senate panel in April that he convened the advisory committee in the hope of working out changes to the restrictions.

"It's good to see the FAA may be on the verge of acknowledging what the traveling public has suspected for years ? that current rules are arbitrary and lack real justification," Sen. Claire McCaskill, D-Mo., one of Congress' more outspoken critics of the restrictions, said in a statement. She contends that unless scientific evidence can be presented to justify the restrictions, they should be lifted.

Edward Pizzarello, the co-founder of frequent flier discussion site MilePoint, says lifting the restriction is "long overdue."

"I actually feel like this regulation has been toughest on flight attendants. Nobody wants to shut off their phone, and the flight attendants are always left to be the bad guys and gals," said Pizzarello, 38, of Leesburg, Va.

Actor Alec Baldwin became the face of passenger frustration with the restrictions in 2011 he was kicked off a New York-bound flight in Los Angeles for refusing to turn off his cellphone. Baldwin later issued an apology to fellow American Airlines passengers who were delayed, but mocked the flight attendant on Twitter.

"I just hope they do the sensible thing and don't allow people to talk on their cellphones during flight," said Pizzarello, who flies 150,000 to 200,000 miles a year. "There are plenty of people that don't have the social skills necessary to make a phone call on a plane without annoying the people around them. Some things are better left alone."

"It'll be nice not to have to power down and wait, but it never really bothered me. As long as they don't allow calls I'll be happy," said Ian Petchenik, 28, a Chicago-based consultant and frequent flier.

Henry Harteveldt, an analyst with Hudson Crossing, said airlines would only profit if the FAA also amended the rules to allow passengers to access the Internet earlier ? something that is not being suggested.

"Unless the FAA is considering relaxing the rules on Wi-Fi access, this is not about making money. This is about keeping the passenger entertained," he said.

Heather Poole, a flight attendant for a major U.S. airline, blogger and author of the novel "Cruising Attitude," said easing the restrictions would make flight attendants' jobs "a whole lot easier."

There is a lot of pressure for airlines to have on-time departures, she said. Flight attendants are dealing with an "out-of-control" carry-on bag situation and then have to spend their time enforcing the electronics rule.

"These days, it takes at least five reminders to get people to turn off their electronics, and even then, it doesn't always work," Poole said. "I think some passengers believe they're the only ones using their devices, but it's more like half the airplane doesn't want to turn it off."

But there is concern about whether easing restrictions will result in passengers becoming distracted by their devices when they should be listening to safety instructions.

On a recent flight that had severe turbulence, a business class passenger wearing noise-canceling headphones missed the captain's announcement to stay seated, Poole recalled.

"Takeoff and landing is when passengers need to be most aware of their surroundings in case ? God forbid ? we have to evacuate," she said. "I don't see that guy, or any of the ones like him, reacting very quickly."

Indonesian Instagram-clone PicMix Gets Monetization Right From The Start

picmix logoAt first glance, the similarities between PicMix and Instagram are obvious. Both apps are photo sharing platforms with simple, square Polaroid-esque aesthetics, and display photos from friends in streaming feed. But while Instagram is figuring out how to monetize, Indonesian startup, PicMix seems to have nailed it from the get-go. PicMix makes it part of the core photo posting process for users to add frame and text embellishments. Many of the frames included in the app are branded from labels (who have paid for the privilege) that users actually want to use on their photos. It’s not hard to imagine getting a user in Asia to willingly use a Hello Kitty or Louis Vuitton frame around their picture. The company offers these frames to users as part of branding campaigns that are run by labels. They also put up photo competitions, and the criterion to enter is to use one of the branded frames around their photos. The visual impact of a frame or brand’s “sticker” on a photo is far more significant than hashtagging a brand. Stickers and frames are catching the wave of users warming up to adding extra bells and whistles on their photos, beyond photo filters. While Instagram hasn’t departed from its genesis as a vintage, Polaroid-style filter app, a crop of photo editing apps have blossomed around it to fill that gap. These third parties allow you to add captions and combine several photos into a single collage, ready to be loaded into Instagram. Two popular examples are Photo Grid for Android and Photo Collage Creator for iPhone. Right now, PicMix charges an absurdly low $5,000 per brand campaign, but as its user base grows, it’s likely to increase that. Mike Prasad, a marketing and brand development consultant and co-founder of Hawaii-based accelerator, Kinetiq Labs, said he was impressed by PicMix’s execution of brand marketing. “Getting brand insertion without ill will is key. It’s amazing that it’s got users to want to insert brands, in a process that is not negative,” he said. Since the company launched less than a year ago, it’s already attracted 11 million users to the platform. 35 percent of those are in Indonesia, with the rest in South Africa and Venezuela. Putin, Cameron still hopeful on Syria peace talks

LONDON (AP) ? The leaders of Britain and Russia said Sunday they're hopeful that Syria's warring factions can hammer out their differences at upcoming peace talks tentatively planned for next month in Geneva.

Speaking at British Prime Minister's David Cameron's Downing Street office, Russian President Vladimir Putin said both nations are still pressing for talks between representatives of Syrian ruler Bashar Assad and the disparate rebel movement that seeks to drive him from power.

Asked whether the proposed introduction of a "no fly zone" over parts of Syria or moves by Western powers to funnel weapons to Syria's rebels had sabotaged the peace talks, Putin said no.

"I don't think that the idea of the conference is buried for good," he said. "This is one of the most reasonable and acceptable ways of solving this problem. Only by joint efforts is it possible to definitively settle the problem and persuade the warring sides to sit down for talks."

Last week, the White House announced the Obama administration has agreed, after months of hesitation, to start supplying the rebels with upgraded military aid. Russia and European powers, including Britain and France, are at loggerheads over the issue of supplying arms to the different sides of the Syrian conflict, with Russia sending weapons to Assad's military, while reacting angrily to any move on the part of Western nations to do the same to his opponents.

Putin defended the distinction Sunday, saying that Russia was providing arms "to the legitimate government of Syria in full conformity with the norms of international law."

Cameron acknowledged that Russia and Britain are in opposition but told journalists there is still common ground.

"It is no secret that President Putin and I have had our disagreements on some of these issues, but what I take from our conversation today is that we can overcome these differences if we recognize that we share some fundamental aims: to end this conflict; to stop Syria breaking apart; to let the Syrian choose who governs them; and to take the fight to the extremists and defeat them."

Although Britain was one of the leaders in the push to lift the European arms embargo on Syrian rebel forces, Cameron's government faces a considerable amount of opposition should it move to arm the revolutionaries.

Lawmakers from across the political spectrum have expressed unease with the idea of sending weapons to Syria, with many warning they could end up in the hands of Muslim extremists loyal to al-Qaida.

Julian Lewis, from Cameron's Conservative Party, said earlier Sunday that sending weapons to the rebels would be "suicidal."

"In the past we have gone to war because we feared that weapons of mass destruction might fall into the hands of al-Qaida, and it would be absolutely crazy to assist al-Qaida to get their hands on the very sorts of weapons we must keep away from them at all costs," he told BBC radio.

Putin was in London ahead of the G8 summit of world leaders in Northern Ireland, which begins next week. The topic of Syria ? and what to do end the conflict there ? is not on the official agenda but is expected to be discussed.

MSNBC's Thomas Roberts Attacks GOP'er's Teen Kid For 'Racist Crap'

Straight news segments on MSNBC are not what they used to be. Unless, of course, indicting Republican lawmakers over the insensitive or incendiary behavior of their children is what you would consider responsible broadcasting. At least this segment was consistent and, in the effort to imply that the irresponsible behavior of some lawmakers? children is reflective of their parents? unexpressed sentiments, they did not conveniently and intentionally ignore breaking news regarding the criminal behavior of the offspring of a Democratic lawmaker? oh, wait. Actually, they did.

This segment on MSNBC began with anchor Thomas Roberts citing a BuzzFeed report on Sen. Jeff Flake?s (R-AZ) high school-aged son, Tanner Flake, 15, who recently sent out an angry tweet at a person who stole his bike in which he used the word ?faggot.? BuzzFeed investigated Flake and discovered that he had previously made anti-Semitic and racist remarks in the past in a semi-anonymous online gaming community.

Roberts linked this episode to another in which the 16-year-old son of Rep. Joe Heck (R-NV) was caught using insensitive and racially inflammatory language on his Twitter account.

Vile behavior, indeed. But it is the behavior of children.

?It seems as if young kids are ? on the right anyway, and all around for that matter ? they?re going to do silly things,? Roberts said. ?But are we seeing, Cheryl, and entrenched homophobia on the right??

So, let?s translate: kids on the right? oh, I mean, all kids, not just those of members of a political party with which I clearly disagree (phew!)? are they mirroring their parent?s virtually undetectable prejudice in a more easily recognized fashion?

Roberts almost manages to navigate his way out of a shockingly blanketed premise ? oddly, amid a segment decrying generalizations that people prejudiced against gays or lesbians often make ? but he quickly circles back and digs a deeper hole.

?Everything kind of trickles down,? Roberts continued. ?You would think [Washington D.C.?s Republican parents] having a better effect on their kids to be more accepting and tolerant in society.?

?Now I?m learning Tanner Flake?s Twitter account has been locked,? he added. ?So, if he?s going to be tweeting that stuff anymore, maybe it?s just going to go to the people that want to hear it. But I find it so funny that they?ve locked his account now so you can?t see the homophobic, misogynistic, or the racist crap that this kid wants to put out.?

Conveniently unmentioned in this segment on the inappropriate behavior of the progeny of American lawmakers was the news that broke yesterday regarding Sen. Mary Landrieu?s (D-LA) 21-year-old son. Frank Connor Snellings was arrested on Thursday for driving intoxicated, hit-and-run driving, and driving the wrong way down a one-way street ? in downtown New Orleans no less.

By Roberts? clouded logic, this must mean that Sen. Landrieu?s behavior ?trickled down? to her son. I suppose Roberts must consider the Louisiana Democrat a drunk with a habit of casually putting the lives of innocent people in danger.

Of course, this a patently nonsensical position to take. If a conservative broadcaster on another network had made this charge it would be considered slanderous, or, at the very least, irresponsible.
This is truly shameful behavior made worse by the complacent silence of the guests on this block of programming. Sadly, though, it is not surprising.

Hillary Clinton starts children's partnership

CHICAGO (AP) ? Hillary Rodham Clinton launched a new early childhood initiative Friday aimed at improving the lives of young children, her first venture since joining the foundation created by her husband, former President Bill Clinton.

The former secretary of state announced a partnership called "Too Small to Fail" on the sidelines of the Clinton Global Initiative America conference in Chicago. Clinton will partner with Next Generation, a nonpartisan group that promotes scientific research about early childhood development.

"Our country's future depends on healthy kids and loving families. They're the building blocks of a strong and prosperous society," Clinton says in a 4-minute video describing the initiative.

The former first lady and New York senator has been involved in early childhood development throughout her career. After law school, she worked as an attorney for the Children's Defense Fund, a children's advocacy group. Her 1996 best-selling book, "It Takes a Village: And Other Lessons Children Teach Us," addressed ways that families and community groups can partner to help children develop.

Clinton remains a heavy favorite for the Democratic presidential nomination in 2016 if she decides to run for the White House again. She ended her tenure as President Barack Obama's secretary of state in February and is working on a book about her time at the State Department and delivering paid speeches around the country.

The new project aims to help parents improve learning and health, and to get businesses to help improve conditions for families. It will promote new research on children's brain development and the role of nutrition and health on the development of kids.

Mrs. Clinton opened the two-day meeting Thursday by outlining her priorities in her new role with the Clinton Foundation. They include working on issues such as improving early childhood education and development, promoting the rights of women and girls in the United States and around the globe and helping spur economic growth.

Gaming Roundup: E3 2013 Edition | Tor.com

E3 2013

E3 2013 came and went in LA this week, bringing with it a slew of new game announcements, trailers, and catty console rivalries. So what looked cool? We?ve compiled a list of some of our favorite show highlights for your viewing pleasure. Fair warning: the following post is chock-full of shiny new gameplay and trailer-y goodness, so grab a coffee or two give yourself a few minutes to peruse. Or an hour. Hey, it?s Friday.

Without further ado, let?s take a look at some of the highlights from this year?s E3 conference.

Xbox One vs. PS4.

All eyes were on this heavyweight matchup of console giants?so much so that their respective press conferences kicked off E3. Who came out ahead? Well, according to the intarwebz, it wasn?t even close. Sony?s press conference countered a number of issues gamers had with the Xbox One: the Xbox came out at a $499 price point, the PS4 came out at $399. The Xbox imposes online checks, the PS4 doesn?t. The Xbox restricts use of disc-based games, the PS4 doesn?t.

When pressed again on online checks, Microsoft quite simply stated: ?Fortunately we have a product for people who aren?t able to get some form of connectivity; it?s called Xbox 360.?

...ouch. For what it?s worth, early fallout indicates the PS4 is outselling the Xbox One in terms of pre-orders by a 3:2 ratio.

Diablo III on consoles.

We heard some time ago that Blizzard was finally ready to bring their Diablo franchise to consoles via Diablo III. At the time, many fans scoffed at the idea of the ARPG being able to effectively carry over to a console controller?so, did Blizzard pull it off?

By all accounts, yes. Controls and character offense have been rejigged for the ease of console players, and now you can play with 4 buddies on your couch, old-school multiplayer style. Feedback from those who demoed the game at E3 was largely positive; it?s safe to say that Blizzard is well on its way to pulling off a successful console port of Diablo III. While the gameplay depth and the story of the game are key issues they can?t change, at this point at least it?ll play well, and the local multiplayer is a big, big draw.

The Witcher 3: Wild Hunt.

What more is there to say of CD Projekt RED?s defining franchise, other than that it looks, as expected, to be absolutely spectacular? Next-gen gamers will once again be able to step into the shoes of the Witcher in an absolute visual and storytelling spectacle. Little is known of the game?s story, but CD Projekt RED has stated that their goal was to take the size and visual prowess of Skyrim, amplify it, and supplement it with deeper story and gameplay. Seeing as that describes pretty much the perfect game... well, if they succeed, suffice it to say that every gamer will know the name Geralt of Rivia. Many are already classifying Witcher 3 as the game of E3.

Destiny.

In our first look at gameplay footage from Bungie?s Destiny, the developer?s take on life after Halo, we see that Earth is overrun, and pockets of humans fight to preserve what remains of humanity. While Bungie appears not to have strayed too far from their Halo roots in terms of gameplay, configuring the game as an MMO is an interesting choice and should allow for some unique genre innovations.

Oh, and in case you?re interested, Tyrion Lannister himself?one Mr. Peter Dinklage?takes on the role of your sidekick, Ghost (no, not Jon?s direwolf) throughout the game. That?s pretty cool.

Star Wars: Battlefront.

EA used E3 as an opportunity to show gamers that they?re taking full advantage of their acquisition of the Star Wars gaming license by officially announcing the development of a new Star Wars: Battlefront game. While the existence of this game was heavily rumored a few months ago, this is the first official confirmation we?ve had, straight from the horse?s mouth. Not many details are known about the game at this early juncture, but stay tuned?we?ll have more as it comes.

Killer Instinct.

If you?ve ever been a fan of old-school 2-dimensional fighters, you undoubtedly spent countless hours hunched over your SNES or N64 playing Killer Instinct or Killer Instinct Gold, respectively. Well, this year?s E3 brought forth some welcome news for franchise fans: Killer Instinct is back as an Xbox One exclusive. The teaser trailer above reveals some familiar characters, including Jago, Saberwulf, and Glacius, with more to come as development proceeds.

Outlast.

As you may have already heard, Outlast is widely considered to be the Next Big Thing in new-school horror gaming, and this trailer shows us why. Asylums, Nazis, night-vision cams, hordes of gamers running screaming from the demo room... what more can you ask for in a horror game? Outlast seems to be taking a cue from the excellent Amnesia in that as far as we know so far, the protagonist is weaponless and the sole goal is escape, which heightens the intensity of the atmosphere.

The Evil Within.

And so we go from the new school of horror to the old school of horror with Shinji Makami?s The Evil Within. The creator of the Resident Evil series is returning to his pure survival horror roots with his latest offering?an asylum-based horror game that opens with Sebastian, a detective, attempting to escape while trussed up in a cell by a massive butcher. Unlike Outlast, you will not be weaponless in Makami?s game, but ammo will be in very limited supply. Naturally, there is a heavy focus on atmosphere via lighting and sound in order to heighten immersion into the game world. Like many of Makami?s offerings before it, this game will not be for the faint of heart.

Quantum Break.

Remedy gave gamers their first look at the gameplay of their newest Xbox One-exclusive IP, Quantum Break, at E3. Protagonist Jack Joyce has the ability to take advantage of time anomalies after being involved in a failed science experiment. You step into his shoes just as he?s beginning to learn how to harness his powers. Remedy claims to be amping up the interactivity of the game, hoping to ship it in a state comparable to that of an interactive action TV show. While we still miss Alan Wake, we suppose we?ll be happy with any Remedy offering released in the interim while Alan Wake 2 (hopefully) percolates.

Titanfall.

Fans of Shogo, MechWarrior, and Hawken rejoice! Mechs are going next-gen with Xbox One-exclusive Titanfall?a game that looks to be part Hawken and part Crysis, all rolled up into one spectacular-looking trailer.

Super Smash Bros. 4.

Finally... Super Smash Bros. 4.

China's Shenzhou 10 ship docks with space lab

BEIJING (AP) ? China's latest manned space capsule docked with an orbiting space station Thursday, and the three astronauts climbed aboard what will be their home for the next week, state media reported.

Automated controls guided the Shenzhou-10's docking with the space lab, the Xinhua News Agency said. After entering the space lab, the crew exchanged their space gear for blue jumpsuits, Xinhua said.

During their 12-day stay at the lab, the astronauts will perform a manual docking exercise and conduct scientific experiments. They will also deliver a series of science lectures ? part of an outreach to increase the space program's popularity among younger Chinese.

The lab, the Tiangong-1, is an experimental space station. In operation for less than two years, it will be taken out of use later this year and replaced by a larger, more durable module by 2020.

The latest Shenzhou flight the fifth manned mission in a decade in a program that has been marked by methodical advances to catch up with the other two manned space powers ? Russia and the U.S.
