Sharks worth more in the ocean than on the menu

May 30, 2013 ? Sharks are worth more in the ocean than in a bowl of soup, according to researchers from the University of British Columbia.

A new study, published today in Oryx -- The International Journal of Conservation, shows that shark ecotourism currently generates more than US$314 million annually worldwide and is expected to more than double to US$780 million in the next 20 years.

In comparison, the landed value of global shark fisheries is currently US$630 million and has been in decline for the past decade. An estimated 38 million sharks were killed in 2009 to feed the global fin trade alone.

"The emerging shark tourism industry attracts nearly 600,000 shark watchers annually, directly supporting 10,000 jobs," says Andres Cisneros-Montemayor, a PhD candidate with UBC's Fisheries Economics Research Unit and lead author of the study. "It is abundantly clear that leaving sharks in the ocean is worth much more than putting them on the menu."

"Sharks are slow to mature and produce few offspring," says Rashid Sumaila, senior author and director of UBC's Fisheries Centre. "The protection of live sharks, especially through dedicated protected areas, can benefit a much wider economic spectrum while helping the species recover."

The research team from UBC, the University of Hawaii and Universidad Aut?noma de Baja California Sur in Mexico examined shark fisheries and shark ecotourism data from 70 sites in 45 countries. Almost $124 million in tourism dollars were generated annually in the Caribbean from shark tourism, supporting more than 5,000 jobs. In Australia and New Zealand, 29,000 shark watchers help generate almost $40 million in tourism expenditure a year.

Top US tax breaks to cost $12 trillion over decade, benefit wealthy : CBO

WASHINGTON (Reuters) - The top ten U.S. tax deductions, credits and exclusions will keep $12 trillion out of federal government coffers over the next decade, and several of them mainly benefit the wealthiest Americans, a new study from the Congressional Budget Office shows.

The top 20 percent of income earners will reap more than half of the $900 billion in benefits from these tax breaks that will accrue in 2013, the non-partisan CBO said on Wednesday.

Further, 17 percent of the total benefits would go to the top 1 percent of income earners -- families earning roughly $450,000 or more. The same group that was hit with a tax rate hike in January.

The benefits of preferential tax rates on capital gains and dividends, a break worth $161 billion this year, go almost entirely to the wealthy, including 68 percent to the top one percent of earners.

House Democrats, who requested that Congress' budget referee conduct the study, argued that it backs up President Barack Obama's proposed approach to tax reform and deficit reduction: raise revenues by limiting the amount tax preferences for the wealthy.

"This shows that we could achieve a significant amount of deficit reduction by limiting the preferences to the highest income earners," said Representative Chris Van Hollen, the top Democrat on the House Budget Committee.

Although the study did not provide income thresholds, U.S. Census Bureau data for 2011 shows the top 20 percent of household income extends to down to $101,582, a level that is considered middle-class in many parts of the United States. The lowest quintile topped out at $20,262 in the Census data.

MIDDLE-CLASS AID

But the study also showed that benefits for the largest of the tax preferences, the exclusion for employer-paid health benefits, worth $3.4 trillion over 10 years, are more evenly distributed, with well over half of the benefits going to the middle 60 percent of earners.

The middle 20 percent of earners also got the biggest benefit from excluding a portion of Social Security and Railroad Retirement benefits, a perk worth $414 billion over 10 years.

Three other big tax breaks, the $2 trillion exclusion of net pension contributions and earnings over 10 years, the $1 trillion deduction for mortgage interest and the $1.1 trillion deduction for state and local taxes, also benefited the top 20 percent disproportionately.

Representative Sander Levin, the highest ranking Democrat on the House Ways and Means Committee, the panel that is trying to advance tax reform this year, said the study shows that Republicans would have to greatly reduce tax breaks that benefit the middle class in order to achieve their goals of reducing tax rates and balancing the budget.

"The CBO report underscores the need to go beyond the rhetoric of lowering tax rates without indication of how that would be achieved or the implications for economic growth and tax equity," Levin said.

A spokesperson for Ways and Means Committee's Republican Chairman, Dave Camp, could not immediately be reached for comment on the study.

Republicans want to reform the tax code by eliminating certain deductions, credits and exclusions, but they do not want to divert any resulting revenues toward deficit reduction. Instead they want to use the savings to lower rates, which they say will accelerate economic growth and increase revenue collection.

Democrat Van Hollen said his favored approach would be to limit the total amount of deductions for the top 2 percent of income earners, or families earning $250,000 or more, while leaving intact much of the top 10 tax breaks, which also include deductions for charitable contributions and tax credits for earned income and children.

These latter two tax breaks, which are largely aimed at the working poor, provide two thirds of their $118 billion in 2013 benefits to the lowest 40 percent of wage earners, the CBO said in the study. Over 10 years, these two credits will cost $1.2 trillion.

Have health effects from the Chernobyl accident been overestimated?

May 28, 2013 ? The impact of the Chernobyl nuclear accident has been seriously overestimated, while unfounded statements presented as scientific facts have been used to strangle the nuclear industry, according to Russian researchers. Writing in the International Journal of Low Radiation, Sergei Jargin of the Peoples' Friendship University of Russia in Moscow, suggests that the health effects of food contamination in particular have been distorted in anti-industry propaganda.

Jargin has analyzed the scientific research literature and after the 25th anniversary of the Chernobyl accident, and has investigated the motives and mechanisms of the overestimation of medical risks in an attempt to finally clarify the issues surrounding the Chernobyl legacy. He points out that there are examples in the literature that he considers inaccurate. Moreover, many of these publications cite what Jargin refers to as "numerous references to mass media, websites of unclear affiliation and commercial editions, used to corroborate scientific views," as opposed to properly referenced, peer-reviewed scientific publications.

"Today, there are no alternatives to nuclear power: fossil fuels will become increasingly expensive, contributing to excessive population growth in fuel-producing countries and poverty elsewhere," the Jargin says. He adds that, "Natural sources of power generation like wind, solar, geothermal, hydroelectric power and electricity from combustible renewables and waste will make a contribution, but their share in the global energy balance is too small." It is likely that at some point in the future nuclear fusion reactors will become a viable replacement for the fission reactors we have today, but for the time being, "nuclear energy should be managed and supervised by a powerful international executive," concludes Jargin. Robust due diligence with regard to sociopolitical, geographic, geologic, and other pre-conditions would also help prevent future accidents.

How to Use Facebook: A Beginner's Primer

Facebook is a near-ubiquitous tool for connecting to friends, old classmates, family, or that guy you met once at a conference, and knowing how to use Facebook is a step in staying in touch with geographically disparate connections. Social-networking sites tend to come and go, but over the years, while the likes of MySpace and Friendster have faded, Facebook has shown its staying power. Where it was once a service run out of a dorm room open only to Harvard students, the social network is now a publicly traded company with nearly a billion users.

Let's say you've just signed up for Facebook, or already have an account but are stymied, buried in a sea of game invites. How do you best use the platform without letting Facebook take over your life?

Status Updates

When you first open up Facebook.com, you arrive at what's called your news feed: status updates of those you've connected with on Facebook, any pages you've "liked," and an occasional sponsored content.

To add your own, find the status bar at the top of the news feed. Here, you can provide text updates in your life or insert a link (links will automatically generate previews of the web page). To draw the attention of a friend, begin to type his or her name, and when it appears in a drop-down menu, click on it. If this doesn't work right away, try typing an @ symbol before the person's name. This will tag that person in your post and send an alert to his or her account.

Similarly, you can add your own photos and video from here and tag people in much the same way. Click on the person in the photo with the plus sign to tag, click the camera to add a photo, or click the location button to add a location. You can also click on the smiley face to add a mood.

Sharing and Tagging Photos

To tag someone in a photo you have posted, click on the Tag Photo button, then click on the face in the photo. Begin typing his or her name when the box appears. If there are multiple people, click other faces and repeat these steps. When done, hit Done Tagging. Add a Description enables you to caption a photo, while Add Location will identify your vacation destination for curious family members.

Note the bottom set of menu options: Like, Comment, Hide Post, Share, and Edit. (Edit will only appear on your photos). "Like" is a way to appreciate a post without a comment and have that appreciation be known. "Comment" is just that ? adding a comment. You can tag people in your comments much in the same way as above. "Share" enables you to take someone else's post and share it with your friends on your news feed, while still crediting the original poster.

"Hide" is an important feature when you're not interested in receiving updates or friends' comments about a post, but you don't want to stop being Facebook friends with them?for instance, when an unexpected political debate brings out the worst in your cousin's friend. Mouse over the top right corner of a post. When an arrow appears click on it, then click Hide. You'll no longer receive updates about that post.

Privacy

One important part of knowing how to use Facebook is knowing how to use Facebook's privacy settings. Find your privacy settings in the padlock icon at the top right of the screen.

The padlock will give you Privacy Shortcuts. Here you can choose who can see your activity by selecting Who Can See My Stuff. A recommended setting is to allow only friends to view your posts. You can also choose who is allowed to contact you under the next menu bar?by selecting a filtered inbox, you'll receive only messages from friends and not from your friends' friends or complete strangers. You can also choose who can ask to be your friend, with the options of Everyone or just Friends of Friends. And you can choose to block users who have been sending you spam messages or otherwise harassing you.

Under the padlock, a menu will drop-down called Privacy Settings. You may want to take additional steps here. For instance, you can review posts that you're tagged in or filter previous posts. You can limit whether your account will come up in search-engine results in searches on your name, or you can block people from looking you up via your email address.

These are just the basics of how to use Facebook. There's plenty more to learn about applications, integration with mobile devices and apps, and other features.

(AP) ? The head of an international aid agency has described how nine of its workers were trapped in a fortified room as an attack by the Taliban raged around them in Afghanistan's capital. He praised the work of the Afghan police who rescued them during an eight-hour battle in one of Kabul's most upscale neighborhoods.

Richard Danziger, chief of mission for the International Organization for Migration, said Sunday he had no idea why the group was targeted. The IOM works with a United Nations mission to help resettle migrants returning to Afghanistan.

He said early reports that a Nepalese guard was killed in the Friday attack were untrue. He said five Nepalese guards were wounded, one seriously. Four IOM staff were injured including an Italian woman seriously burned by a grenade.

Reading "Family Trees: A History of Genealogy in America"

Hubby surprised me with a gift of this new book, Francois Weil's Family Trees: A History of Genealogy in America.

Weil traces the evolution of genealogy in America through several stages. In the early days, colonists wanted to show off their status through kinship connections with nobility in the Old World and a sense of long-standing pedigree.

Another stage concerned the use of genealogical ties to prove ownership of land or inheritance (not unlike the tangled claims in Bleak House, for instance).

As the United States developed its own national identity, certain regions of the country sharpened their own sense of status through lineage. Pride in family history grew as ordinary people began to trace back to ancestors who had fought in the Revolution, for example, or landed at Plymouth Rock.

Chapter 6, "Everybody's search for roots," resonated most strongly with me because I, like many boomers, was moved to ask questions after viewing the Roots miniseries in 1977. For me, genealogy is a way to understand identity and heritage, learn what shaped my family's decisions and directions, and explain the stories and connections that bring the facts and dates to life.

I recommend this as a history book--a history of genealogy, not a "how to" or a "who's who." And if you like history, you'll like this book.?

When Investors Should Use ETFs - ETF Trends

Exchange traded funds can be used for various investing styles due to their flexibility and simplicity. However, financial advisors want investors to know how ETFs can be most efficient and when to consider other options.

?You could do all of your investing with the 1,000 or so ETFs, most of which use index-style strategies rather than active management. It?d very easy taking just a few clicks of the mouse with your online-broker ? just like trading a stock. Fees are extraordinarily low and ETFs can be very kind come tax time,? Many financial advisors like ETFs and use them in their client portfolios. However, the need for more ETF education is evident, especially as more ETFs continue to hit the market with complex strategies. Day traders and short term investors love ETFs for the tradability. They allow investors to move in and out of stocks seamlessly, any time of the day. Investors can also short sell and use options with ETFs, a feature that is not available with a mutual fund. [ETFs and Efficient Markets]

Long term investors can benefit from the low cost of an ETF even more, since they are employing a buy-and-hold strategy that will not incur extra brokerage fees. Day traders do risk incurring higher costs due to brokerage costs with each trade of an ETF.

ETFs are generally passively managed, meaning they track a selected index and hopefully match or exceed the returns of the selected stocks. A mutual fund does give investors the expertise of analysts and managers that will search for stocks and bonds which will generate alpha, reports Brown.

In general, active mangers have a hard time beating indices or comparable index funds. Actively managed funds cost more, too, because there is more overhead to account for.

?Over the long term, taking into consideration costs and taxes, active management does not outperform indexed products,? said Russell D. Francis, an advisor with Portland Fixed Income Specialists in Beaverton, Ore.

Investors should not write off one style or the other, since active strategies can be beneficial for some areas of the market, and passive investing serves others. For example, an ETF can be used as a core holding in a portfolio, while actively managed funds can enhance the strategy. Active management has been known to be useful in niche areas of the market, where thin trading and lack of attention can leave a bargain concealed, reports Brown.

?I think there are areas of the market that active management may be beneficial,? Matthew Reiner, a financial advisor with Capital Investment Advisors of Atlanta, said. Others favor active management for high-yield bonds, foreign stocks or small-company stocks.

Samsung's relationship with Google seems solid enough for now, but the company is still hedging its bets with Tizen should things turn sour. Several devices running the alternative Linux-based OS are due to launch this year, and the GT-i8800 looks like it might be one of them. If this image from Tizen Greek Community is to be believed, then what you're looking at above is codenamed "Redwood". The phone runs Tizen 2.1 (an update on the version we last played with), packs S-Voice and sounds a lot like the the GT-i8805 we found out about yesterday. With over 900 million Android devices now in the wild, Samsung will not have an easy time trying to peddle its new OS, but we're curious to see where this goes. IRS scandal: Will House throw Lois Lerner in slammer?

Is Internal Revenue Service official Lois Lerner going to be locked in jail in the bowels of the US Capitol? That scenario may sound far-fetched, but it is at least theoretically possible. The crucial issue here may be whether Ms. Lerner on Wednesday botched the invocation of her Fifth Amendment rights, or not.

In case you?ve already forgotten or haven?t been following the news, Lerner is the IRS official at the heart of the uproar over the agency?s targeting of conservative groups applying for tax exempt 501(c)(4) status.

Lerner is head of the IRS division on tax exempt organizations. Called to testify on Wednesday before the House Oversight and Government Reform Committee, she said she would not answer questions due to her?constitutional right to refrain from incriminating herself.

Before she uttered the magic words ?Fifth Amendment," though, she gave an opening statement asserting her innocence.

?I have not broken any laws. I have not violated any IRS rules or regulations, and I have not provided false information to this or any other committee,? Lerner said.

She also authenticated her written answers to an inspector general?s questions on the targeting of conservative groups prior to clamming up.

Committee Chairman Darrell Issa (R) of California excused her after this and warned lawmakers that they should not see Lerner?s refusal to talk as evidence of guilt. But some other panel members said that by asserting her side of the story, she had, in fact, waived her Fifth Amendment rights and so should be forced to talk.

?You don?t get to tell your side of the story and then not be subjected to cross-examination. That?s not the way it works,? said Rep. Trey Gowdy (R) of South Carolina, a former federal prosecutor. ?[Lerner] waived her right to Fifth Amendment privilege by issuing an opening statement. She ought to stand here and answer our questions.?

At the end of the session, Chairman Issa said he agreed that Lerner ?may have waived? her rights and that he was looking into the possibility of recalling her and trying to make her answer questions.

Samsung Galaxy S4 is getting an anti-theft solution. On Tuesday, LoJack for Laptops maker Absolute Software announced the coming release of LoJack for Android smartphones, starting with Samsung's Galaxy S4. LoJack will be embedded in the Galaxy S4's firmware layer.

In the incident?that your Samsung Galaxy S4 disappears, be it through negligence or thievery, LoJack's software offers remote locking and deleting to keep your photos, passwords and other sensitive information private.

The difference?between LoJack in a Samsung Galaxy S4 versus Apple's Find My Phone for iPhone and iPad devices is that a robber can wipe your Galaxy S4 to the factory settings, but LoJack will remain active and irremovable.

Announced at CTIA 2013 trade show, the software can be activated for $29.99?per year for your Samsung Galaxy S4. LoJack also has an Investigations and Recovery Team that works with local law enforcement officials to track down the thief and return the Galaxy S4 to its owner.

In light of criticisms towards smartphone-makers like Apple and Samsung for not doing enough to prevent thefts, the Samsung and LoJack partnership shows that Samsung is exhibiting a step towards helping Android users against phone theft.

According to Absolute, the company behind LoJack, the software does the following for your Android:

  1. Protect personal and business information
  2. Receive alerts before a security incident can occur
  3. Maintain compliance with corporate and government regulations
  4. Investigate security incidents, identify risks, and recover stolen devices

LoJack for Android phones becomes available early this summer, most likely in June.

The Samsung Galaxy S4?has a 5-inch screen, 0.2 inches bigger than the S3's screen, but a slim bezel keeps the device just about the same size. It looks thicker, yet weighs in at just 4.6 ounces. The Galaxy S4 gets a 1.9 gHz Snapdragon processor, and a 2 GB of RAM. Samsung includes an IR blaster on the Galaxy S4. Paired with a new WatchON app, this allows you to remotely control your TV with your S4. With all of these features, investing in a small annual fee for an anti-theft system on your Galaxy S4 is a small price to pay.

Mike?Tindall, who is married to Will?s cousin?Princess Anne, gushed about the royal couple?s parenting to the Daily Mirror?during a charity event called?Rugby for Heroes.

?It?s great for them,? Mike said. ?The whole family is really excited about the baby. I think everyone?s excited. I?m so happy for those two. They?ll be great parents.?

?Kate is a natural mother,? he added.

Prince William ?Very Much? Looking Forward To Being A Dad

Prince William echoed the excitement on May 20 when he revealed that he?s excited for his baby to arrive, and is prepared to log long, sleepless nights as a new father!

When asked if he was looking forward to being a dad during a charity event for injured troops called Help for Heroes, he said, ?very much so,? according to the Daily Mail.

?All the mothers have been looking at me, ?just you wait, just you wait. Long sleepless nights,?? he joked.

Markets solid despite Fed policy speculation

LONDON (AP) ? Stock markets remained relatively solid Monday as evidence of a steady economic recovery in the U.S. continued to shore up sentiment.

Following another week, which saw many stock indexes around the world either hit record highs or multiyear peaks, investors have so far refrained from widespread profit-taking.

However, some analysts are beginning to wonder when a reverse will take place. That could be triggered if officials at the U.S. Federal Reserve start pondering an early end to the central bank's super-easy monetary policy after a run of strong U.S. economic data, particularly with regard to housing and jobs. The money generated by the Fed over the past few years in an attempt to keep the U.S. economy on an even keel has been one of the reasons why financial assets, such as stocks, have enjoyed strong gains despite a patchy global recovery.

In that context, investors will be particularly interested to hear what Fed chairman Ben Bernanke says when he addresses lawmakers on Wednesday.

"With many of the main indices looking dangerously overbought we are probably overdue a correction," said Mike McCudden, head of derivatives at Interactive Investor.

"All eyes will be on the Congressional testimony on Wednesday for confirmation that the Fed will start to scale back the bond purchasing program later in the year," he added.

Any concerns over a change in policy did not have any market impact Monday.

In Europe, the FTSE 100 index of leading British shares was flat at 6,725 but around 13-year highs. Germany's DAX, which has set a series of all-time highs, rose 0.5 percent to 8,441. The CAC-40 in France was 0.2 percent higher at 4,009.

Wall Street was poised for a fairly steady opening, with both Dow futures and the broader S&P 500 futures up 0.1 percent. The two indexes have also racked up a series of record highs.

In the currency markets, the dollar was slightly soft as traders booked some recent gains, with the euro up 0.4 percent at $1.2862. Against the yen, it was 0.6 percent lower at 102.55.

Earlier in Asia, stock markets had a strong start to the week. Japan's Nikkei 225 index jumped 1.5 percent to 15,360.81 while Hong Kong's Hang Seng surged 1.8 percent to 23,493.03. Benchmarks in mainland China also rose but South Korea's Kospi fell 0.2 percent to 1,982.43.

Oil prices were fairly subdued, with the benchmark New York rate down 65 cents at $95.37 a barrel.

Obama's Approval Rating Survives Scandal Week

Here's one place where the president didn't have a dramatic week: in his approval ratings. According to two polls ? the Gallup daily tracking poll, and a CNN/ORC International poll released Sunday ? Obama's approval rating has more or less remained steady as potential scandal upon potential scandal blew up the news cycle.?

First, here's CNN's poll, conducted over May 17-18. According to their survey, Obama's approval rating is at 53 percent. While that's a two percent rise since early April, the difference is within the margin of error of the survey, so we'll say that the president's approval rating here remained steady. Forty-five percent of Americans, meanwhile, disapprove of the job the president's doing.?

Gallup's results are similar. Right now, the president is registering a 50 percent approval rating, with a slight increase over the course of Scandal Week that's within the survey's margin of error. Here's Gallup's tracking polls, graphed, since the end of April 2013:?

But that doesn't mean Americans aren't paying attention to the administration's troubles this week. While a separate Gallup poll this week found that American attention to the Benghazi and IRS stories this week was actually below average for other news stories they've tracked, most Americans (54 percent for IRS and 53 percent for Benghazi) were following the stories either "very" or "somewhat" closely, and most (74 percent and 69 percent, respectively) believe both stories warrant further investigation. In the CNN poll, majorities of respondents believing the IRS and Benghazi stories (55 percent) are important to the nation, while 53 percent would say the same about the AP phone records story.

One further note: according to CNN's results, it looks like Americans are are at least a little less likely to buy that the Benghazi and IRS stories represent the exposure of a conspiracy on the part of the White House: While a majority (53 percent) of Americans are dissatisfied with the president's handling of the Benghazi attacks and the ensuing political aftermath, 50 percent believe that the administration's inaccurate statements after the attack represented what they believed had happened at the time. Forty-four percent believe the administration intentionally misled the American public. Similarly, 55 percent of Americans believed the IRS acted on its own to target "Tea Party" and "Patriot" groups for extra scrutiny, while 37 percent thought the agency was acting under the White House's orders.?

CSN: Mets' Harvey beats Cubs with arm, bat

Matt Harvey can do it all.

We all knew the Mets phenom and Sports Illustrated coverboy could pitch, but Friday, he doomed the Cubs with his bat, too.

Harvey drove home Rick Ankiel for the game-winning run with a seventh-inning single and was stellar once again on the mound as the Mets (16-23) took down the Cubs (17-24), 3-2, in front of 34,890 in the series-opener at Wrigley Field.

In his first career outing against the Cubs, Harvey was touched up in the first inning, surrendering two runs on three straight hits to Starlin Castro, Anthony Rizzo and Alfonso Soriano. But the 24-year-old flamethrower settled in after that, retiring 20 of 21 batters in one stretch.

"After that first inning, it was kinda 'The Matt Harvey Show,'" Cubs manager Dale Sveum said. "He's obviously the real deal. He had a lot of poise and velocity and command of a curveball and changeup. He's got the whole package."

When Harvey came to the plate in the seventh inning, the two teams were knotted in a 2-2 tie. Harvey was in a groove on the mound, so Mets manager Terry Collins opted to stick with his pitcher in lieu of a pinch-hitter and was rewarded when Harvey poked a single through the hole on the left side of the infield.

"That's their horse they go to," Sveum said of Harvey. "He turned Jackson's fastball around earlier in the game, so he's a good enough athlete to handle the bat and give you a good at-bat. That was his game to win or lose at that point."

Harvey ran into trouble in the eighth inning as Darwin Barney led off with a soft single to center and advanced to second on a sacrifice bunt from pinch-hitter Julio Borbon. But a clutch play from former Cub Marlon Byrd to gun down Barney at the plate on a Daivd DeJesus single kept the Mets' lead intact, and "The Dark Knight of Gotham" escaped Chicago with his fifth win.

Harvey finished with 106 pitches through 7 1/3 innings, allowing just five hits and zero walks while striking out six batters. On the season, he is 5-0 with a 1.55 ERA and 0.72 WHIP to go with 68 strikeouts in 63 2/3 innings.

With the No. 2 pick in the upcoming MLB Draft, the Cubs are hoping to find their Matt Harvey, and it could come in the form of Stanford pitcher Mark Appel or Oklahoma righty Jonathan Gray.

As is, the Cubs, who had won four of five games heading into Friday's contest, were quick to tip their caps to Harvey for his performance.

"We have to give credit to him," Soriano said. "It was the first time we've seen him and he's got very good command ... We got two runs in the first inning and then after that, it was all him."
